Residents Autonomy means that local residents get the subject of autonomy, lead thecommunity organizations, and acts the assistance of indirect democracy systems.Residents' participation makes residents' opinion put into local politics and administrationas well as enable the local governments to correct their trial and errors.With the advent of the Resident Autonomy Center era, environments of localgovernments newly begin to change. The government should coordinate the residentsliving support service to welfare, health, culture, employ, sightseeing, residing,physical exercise, and lifelong education, and establish the charge of residents livingsupport. It is not easy for the local governments to solve all the complicate mattersby itself, so it is time to make use of the local residents' participation.This study attempts to analyze existing Residents Autonomy realities that Koreaand other countries. We review the history of the Residents Autonomy, and analysecurrent operation situation and problems. That is, we consider the significance,necessity, and theories of the Residents Autonomy, and make theoretical frameworkof this study. In addition, we study foreign Residents Autonomy cases. Then, wesurvey questionnaire of local government officials and local residents who takecharge of the Residents Autonomy. Finally, we try to suggest the strategies toimprove Residents Autonomy based on our research.As a result, we suggest some policy recommendations. Following recommendationswould be important considerations to adopt and development of the ResidentsAutonomy Improvements: local residents identities, learning and education for localresidents, development of the Resident Autonomy Center, collaboration andcoordination between local government officials and local residents, and legislativeand institutional support.This study has meanings in theoretical and practical sides. In theoreticalsignificance of this study we synthesize domestic and foreign studies about ResidentsAutonomy. In practical significance of this study we suggest the DevelopmentStrategies of Residents Autonomy.￭
