   The resident living support service is all kinds of services which Local Government and an Administrative organ produce and provide to the residents for reducing inconvenience. The active role of the Local Government is needed for the harmonious supply and the proper distribution. Recently, the government restricts the coverage of the resident living support service to welfare, health, culture, employ, sightseeing, residing, physical exercise, and lifelong education.
   This research plans to improve the resident living support service system which focuses on the reorganization of the function-organization-human power system of the service in cities and provinces, cities and districts and wards or town and myeon(면) and provide under cooperative network between a private organization and Local government.
   There are four tasks to plan for reforming the resident living support service innovation in the Ministry of Government Affairs and Home Affairs. That is
   ①Reorganizing the resident living support
   ②Rebuilding the Integration information system for building the residents -centered one-stop service system
   ③Reorganizing the resident living support system by the central ministries
   ④Building cooperative network between a private organization and Local government for the resident living support service.
   In this research, as recognized by the title, I focus on "the local administration system" , so I except ②and ③ which are not directly related, and I research ① as a key subject and ④ as a complementary subject.
   In this research, the documentary survey, research on the actual condition(a questionnaire survey, an interview) are carried out. A questionnaire survey is asked to public officials in the related cities and districts and wards and aged over 20 years old residents who live in the area. An interview and a workshop were opened to consider the policy alternative and do the research on the actual condition.
   In Chapter 2, I theoretically study administrative system for the resident living support.
   First of all, the concept of the resident living support service is provided as "all kinds of services which Local Government and an Administrative organ produce and provide to the residents for reducing inconvenience". The definite range is limited to welfare, health, culture, employ, sightseeing, residing, physical exercise, and lifelong education. Meanwhile, I suggest ① Principle of Sufficiency, ② Principle of Accessibility, ③ Principle of Continuity, ④ Principle of Impartiality, ⑤ Principle of Responsibility, ⑥ Principle of Specialization to build effective resident living support service system. The examples of England and Australia which have built the integrative system of the public service are suggested.
   In chapter 3, I analyze the actual condition of the propulsion and problems in local administrative system for the resident living support. The problems are here: Firstly, the local public officials don't comprehend well about the integrative system of the public service. Second, the role of the central government is insufficient. Third, the local government's Reorganization of Administrative System  for the resident living support is unsatisfactory. Fourth, because of the problem of the building cooperative system, Social Welfare Consultative Organization which is controlled by the Ministry of Health and Welfare and a Public Private Consultative Organization which is controlled by the Ministry of Government Affairs and Home Affairs are installed doubly, and it causes confusion in the service
   In chapter 4, I suggest plans for the reorganization of the administrative system for the resident living support.
   For the effective delivery of the integral service for the resident living support, firstly, the understanding about the system of the building resident living support service system is raised by the residents and the local public officials. Second, the role of the central government should be strengthened. Third, the local government should strengthen the local administrative system for the resident living support. Fourth, to firmiy maintain the active efforts for the cooperation between local government and a private sector, the Ministry of Government Affairs and Home Affairs should suggest clear principles about Public Private Cooperation of the Ministry of Government Affairs and Home Affairs and Local Community Welfare Consultative Organization of the e Ministry of Health and Welfare and eliminate the conflicts between them and strengthen the using of the existing a Public Private Cooperation Organization and correct the flooded similar organizations.
   Especially, the relationship and connection between the existing a Citizen Autonomy Center and Resident Living Support Section installed in local offices should be strengthened.
