This study proposes institutional tasks for the development and utilization of measures of social value of local governments in three stages. Although the discussion on the measurement and management of social values by public institutions and the central government has intensified, the definition of the concept and the implementation plan of the social value of local governments are not yet clearly defined. Accordingly, this study identifies research topics in the following three areas through literature review, empirical data analysis, and system improvement plan to respond to the reseach purposes.
   The first step is the definition of social values at the local government area by considering other area, related to social values. By examining, such as the private, quasi-governmental, and governmental areas, which are considered as areas for promoting social values, we try to extract the core role of the local governments.
   The second stage is an attempt to measure social value at the local government level. Based on the conceptual definition of social value, a measurement index that can measure the level of value realization was developed. The main goals and scope of the value realization of local governments, as well as the management index system that can guarantee continuous implementation power, were reviewed.
   The last third stage is a proposal for a management system that can continuously realize social values at the local government level. A management plan was proposed on how to incorporate the indicators and indicator management methods derived based on the contents of the study into the current performance evaluation system of local governments. In particular, a demand of local governmnet employee was conducted to derive an index management system based on the comprehensive interview. Also we intend to contain directions for guidelines for preparing an action strategy for the realization of social values on their own regional characteristics of local governments.
