The local police system has been implements nationwide from July 1, 2021. The current local police system is a unification model centered on the national police, in which the existing metropolitan and provincial police departments separate and operate state works and local works. Under this circumstance Local governments are experiencing various difficulties in the areas of organization, personnel, budget, and work. The purpose of this study is to present strategies and tasks for the successful implementation of the local police system.
   To this end, we analyzed domestic and foreign local police cases, initial operational performance and issues, and local police works, and reviewed decision-making authority factors, service execution factors, and connectivity factors. The detailed factors of local administration's decision-making authority include local police organization, personnel, budget, and work. The detailed factors of the service execution factors of the national police include the weight and importance of local police works, and the linkage factors include the linkage between public safety administration and local administration and the linkage between local police and resident participation.
   The structure of each chapter is as follows. In the Chapter 2, the focus and analysis framework of the study were presented through the background of the implementation of the local police system, the significance of the local police system, and the basic structure of the local police system. The Chapter 3 compares and analyzes the local police organization, personnel, budget, and work of domestic and foreign local police systems, and Chapter 4 examines the local police ordinance and the composition of the local police committee, and examines perceptions of local police committee about the issues of police organization, personnel, budget, and work. The Chapter 5 conducts AHP analysis on the weight and importance of local police work. Based on the analysis of each chapter, the Chapter 6 presents strategies and tasks for the successful implementation of the local police system by dividing them into decision-making authority and service execution factors and linkage factors.
   The results of this study were conducted based on the experience of the initial operation of the national police centered - local police system. As the local police system has been established and evolved, more in-depth and realistic alternative studies are expected to continue.
