This study proactively utilizes organizational characteristics such as organizational characteristics, such as FGI and Delphi Techniques (Delphi Techniques), which are practically beneficiaries of proactive administration compared to central government agencies, and practitioners who perform various functions from the perspective of local governments. It was presented to the local government’s proactive administration policy-makers by classifying them into the basic plan for the core, short-term basic plan, long-term review focus plan, long-term review basic plan, etc.
   This study aims to present the following policy suggestions in consideration of the research measures presented as measures to promote proactive administration of local governments and the proactive administration policies of proactive administration of local governments.
   First, among the short-term measures proposed by this study, other short-term measures, except those considered similar or overlapping with the 2020 Local Government Public Officials proactive Administration Guidelines, should be considered preferentially to include the government’s guidelines for local government’s proactive administration. In the case of short-term measures proposed by this study, they are in line with the basic direction of the government’s proactive administration policy, which focuses on short-term measures that can be pursued first with relative emphasis on policy acceptability compared to the effectiveness of the policy. However, even in the types of short-term measures, the measures corresponding to the type of short-term focus plan need to be prioritized over those corresponding to the type of short-term basic plan. This is because the types of short-term key measures are similar to those of short-term basic measures, but they are more effective.
   Second, it is necessary for local government officials to pay constant attention to so-called short-term measures based on the easy and direct nature of proactive administration, as well as long-term measures that support local government officials’ motivation for proactive administration. According to field practitioners, proactive administration is not the general public service itself, which is the target of efficient and effective delivery to residents, but rather the institutional method that is useful for producing mechanical results. This is why long-term measures to support local government officials’ motivation for proactive administration indirectly over a long period of time should draw some attention. For example, among the long-term review measures of local governments proposed by this study, they include clarification of task makeup, integration of linked tasks, unnecessary regular abandonment, integrated operation of organizational organizations, and simplified limited position systems. These measures are not expected to be easily and directly motivated by proactive administration, but to be supported indirectly over a long period of time, so they will not contribute much to revitalizing local governments right now, but will ultimately contribute to building a foundation for proactive administration.
   Lastly, I thought that it would be difficult to dramatically revitalize the proactive administration of local governments from a long-term perspective, but I think it is time to sincerely consider the introduction of a drastic negative approach in the interpretation of laws. From a short-term perspective, the least effective way to reduce promotion during proactive administration was found to be the most effective, while from a long-term perspective, the introduction of legislation and negative neglect was confirmed to be the most effective. If the two major pillars of proactive administration are considered as lack of motivation and fear of audit and inspection, the least significant short-term promotion plan is to respond to lack of motivation for proactive administration, measures to clarify disciplinary action, measures to deal with damages. However, these measures alone in responding to the fear of audit and inspection cannot help but admit that they are somewhat insufficient to completely address the uncertainty of audit. On the other hand, the introduction of a drastic negative approach in the interpretation of laws and regulations is expected to help resolve uncertainties over many audits in one fell swoop. Introducing a bold negative method that can be interpreted as basically implementing all issues that do not clearly point out that laws are impossible in interpretation of laws because it is very difficult to implement proactive administration at a time when the interpretation of laws is ambiguous or positive laws and regulations. Of course, this should not be done only by temporary efforts by local governments or certain central departments, but by the long term, enormous efforts will be needed for the entire nation’s legal system, government-level, and even national innovation.
