Although it is necessary to present the policy direction in terms of air environment () that is expressed in areas where residents can feel a sense of satisfaction, the satisfaction level of the residents' experience is generally suggested, but the atmosphere that can be improved research on the policy direction of the environment is needed. In addition, although it is faced with the steps to discuss the causes and countermeasures for airborne pollutants, the causes and countermeasures at the local level are insufficient. Therefore, it is necessary to set up a policy and establish a foundation to increase the quality of life of residents by establishing a policy in connection with air pollution to residents' demand. In addition, it is necessary to present an empirical impact on the national affairs of the president from the perspective of the resident experience to suggest an empirical effect of the policy with the public. By establishing countermeasures at the local government level on the countermeasures for particulate matter reduction, one of the existing national tasks, the validity of the policy change was suggested by considering the economic effects that were not presented in external operations. To this end, it is necessary to establish a strategic response strategy in order to establish a countermeasure of local governments in preparation for environmental changes, and find the impact from the occurrence of particulate matter among environmental change factors is increasing, and the countermeasures for local governments are established by establishing countermeasures at the local government level. Therefore, this study identified the causes of particulate matter effects from 2010 to 2016 and the connectivity between regions, and suggested countermeasures for establishing effective countermeasures for particulate matter in local governments. In order to suggest countermeasures, prior grasping cases, domestic and international crime cases, policy status, and satisfaction survey results using social surveys were identified, and particulate matter response policies and residents' satisfaction were linked.
   Existing studies related to particulate matter are classified into particulate matter caused by local causes and particulate matter caused by external influences, but the effects of external factors have been relatively insufficient. In addition, the causes of particulate matter were discussed such as industrialization, industrial revitalization, and industrial structure change, but they were limited to the region. In addition, it could not reflect the characteristics of the particulate matter flow that is connected between regions. Therefore, this study divided the particulate matter and fine particulate matter into the causes of each region in advance, and derived the determinants. The regional linkage of particulate matter was found to be interregional, and it was possible to identify the affected areas by individual regions. In addition, by categorizing metropolitan cities by area and presenting the extent of the inter-causal relationship of fine particulate matter by area, it is possible to identify areas and areas that are affected when the particulate matter and fine particulate matter in specific areas and areas change. It was found that the population density, the activation of secondary industries, and the degree of regional development were influenced by the model construction using panel data to identify the particulate matter and the cause of the particulate matter. In addition, in order to grasp the influence from the outside, this study considered the wind direction, wind speed, and Beijing concentration change, and showed that the incidence of particulate matter and fine particulate matter in Korea increased with the change of north direction, wind speed, and Beijing concentration. Therefore, the role of the central government to reduce particulate matter suggested the necessity of strengthening basic research to improve pollution through strengthening joint research and cooperation between countries, establishing a system foundation for particulate matter response system, and setting up customized particulate matter policies by region and region. To this end, this study presented policies by type according to foreign and domestic factors, and suggested a role for establishing a practical particulate matter reduction management system. In addition, as a countermeasure at the local government level, substantial reduction long term fundamental plans and ordinances are established, reduction of particulate matter through participation of local residents, cooperation plan for cooperative particulate matter for local governments in consideration of linkage between local governments, and urban planning considering microclimate establishment and urban forest expansion were suggested as a plan and countermeasures.
