Recently, there has been rapid discussion on the importance and importance of social values, both domestically and externally, and the production and supply of public services that can realize the resulting social values. These discussions have become a hot issue not only in the public sector but also in the private sector. SK Group has been paying keen attention to corporate social contribution activities and established a nonprofit research foundation in April 2018, the first of its kind among conglomerates to study social values. Moon Jae-in, the government has “Public institutions to take the lead in the realization of social value” national affairs, the discussion of social value is a large enough to provide an important criterion for issue and the situation.
   The objectives of this study are threefold. First, it is the theorem of the concept and logic of social values. Second, develop theoretical discussions of resident services and draw out social values that resident services should pursue through expert surveys. Third, we are going to present a plan to strengthen the community service centered on social values.
   Chapter 2 describes social values and the concepts and logic of community service. The concept of social values is very different, depending on the variety of time, subject, subject, subject, etc In this study, social values were defined as "values that can contribute to the development of public interests and communities" with inherent possibilities and diversity of change, assuming that social values may vary depending on social changes. To logically support the concept of social values such as above, social values as public interest were discussed, and the relationship between resident participation and social values was described.
   The concept and type of public service were reviewed in relation to the residents’ service, and the theory of public service was presented that the new public service system, which defines the relationship between the suppliers and beneficiaries from the perspective of the market, addressed the desire for civic participation, realized the principle of democracy, produced and supplied governance-style public services, achieved various sources of public interest, and presented the government’s normative role according to the changing circumstances. In the theory of neo-public management and new public service, there was a limit to the resolution of regional problems facing modern society, so the theory of community was used as a logical basis. In addition, the joint production theory was presented to establish a cooperative relationship between the government and consumers by assuming that the service user is an active producer, not a consumer, and deviating from the dual public service delivery-consumption method of the production and consumption of the service.
   Chapter 3 analyzed the status of social value-oriented resident services. The survey was conducted in three ways: a recognition survey by the survey table, an in-depth interview survey, and a case survey. To analyze the opinions of experts on the social value orientation of resident services, a recognition survey was conducted on 50 experts, including local governments, public services and social values. The recognition survey was used as basic data for the in-depth interview survey of experts. The in-depth interview was conducted on 30 experts based on the recognition survey. The results of the recognition survey were used as basic data for in-depth interviewing by experts through textual analysis. In the in-depth survey, the measure was used as data on how to improve policies related to resident services based on social values based on surveys on what social value policies should be pursued, what problems they have, and how to improve them in order to solve them in the future. A case study was conducted on projects of local governments selected by the Ministry of Public Administration and Security as the best case for realizing social values.
   Chapter 4 proposed measures to strengthen social value-oriented resident services. Chapter 4 was highlighted and several policies were proposed to strengthen the residential service centered on social values. First, the establishment of an agreement system to derive social values will have to be presupposed. Therefore, the central or local governments should establish an agreement system in which they can first reach an agreement on the social values that a policy or system should pursue if it is established or implemented. Such an agreement system should not be led by the government, but by a system where citizens can voluntarily and actively participate. Second, the participation of residents and the cultivation of communication skills are essential for residents to actively participate in the deliberation process to derive social values. In order to foster capacity for active participation and communication among residents, improvement of the residents' awareness as a democratic citizen should be made, but the central and local governments should make efforts to enhance the capacity of residents through education or public relations more actively. Third, a change in public sector awareness and behavior is essential in order for resident services to change innovatively based on social values. It is necessary to improve public officials' awareness and behavior through various policies such as education and promotion of government officials and politicians, and institutional penalties.
