As the demand for metropolitan administration has increased, much attention has been paid to the cooperation between the local governments as a unit of the rigid administrative districts. In addition, there have been many requests for finding alternatives to complement the limitations of existing related systems. Therefore, this study proposes the introduction of the regional cooperation system which can cope with the demand of the metropolitan administration more effectively.
   In Chapter 2, we examined the concept of the regional cooperation system as a kind of special local governments, the policy process of the government, and previous research. In Chapter 3, we analyze the existing response of the regional cooperation system according to the characteristics of the metropolitan administrative demand and present institutional limitations. In Chapter 4, the use case of various special local governments to cope with the metropolitan administration for the advanced foreign countries and the regional cooperation system in Japan are concretely analyzed and the implications for the alternative development are derived. In Chapter 5, we tried to reflect ensuring suitability of alternatives through collecting opinions of various contents necessary for the introduction of the regional cooperation system for the public officials of the wide-area and local governments.
   Based on the various analyzes described above, design alternatives for the introduction of the regional cooperation system were proposed. First, the legislative form for the introduction of the regional cooperation system offered an alternative to put all of the baseline regulations and operating rules in the local autonomy laws. Next, the alternatives on the elements of the regional cooperation system are as follows: The legislative contents are established by the general local governments. The establishment procedure is the establishing agreement, the decision of the local council, and the approval of the central government(the basic unit is the wide-area approval). the setting districts is the entire administrative area of the installation institution. The dealing with affairs shall be decided by the installation institution to transfer in the whole affairs of the installation institution, and the internal agreement shall prescribe the necessary regulations separately. The composition of institution should be separated from the legislative organ and the executive organ. The work force management shall be divided into dispatched employees and full-time employees, but the proportion of the full-time employees shall be increased. In principle, financial management shall be funded by contributions, fees and charge fee, but utilizing financial support by the central government. The amendment and dismissal of the agreement were proposed by applying the establishment procedure. On the other hand, the presentation of the appropriate field and various support measures are suggested for promoting the utilization of the regional cooperation system.
