Basic Report

This study intends to identify ineffectiveness related to the pratices of special grants in local gov’t of Korea, and to suggest a policy that improves its efficiency.
   Main research contents are as following :
   (1) A Study on the pricipal-agent theory to analyze ineffectiveness of special grant projects.
   (2) And to analyze process system of special grant projects.
   (3) It also defines the type and stage of each ineffectiveness to special grant progress of local gov’t.
   (4) The report is based on newspaper, internal inspection database, or case studies.
   (5) Finally it presents the method its ineffectiveness identified.
    
   In summary, ineffectiveness of special grant projects are on account of complicated practice system, the absences of monitering system, or insufficient of follow-up audit system.
   The major finding of this research can be summarized as following :
   (1) The following report suggests not only to build up the monitering system for duplication and the condition of eligibility for special grant projects, but alsoto implement its audit system to inspect the actual pratices of the projects.
   (2) Finally, report discusses the public announcement of the penalty for ineligibility, and a violation of law
