One of the key national policy goals for the development of local government is the “Life Autonomy“. but, Academic research on the “Life Autonomy“ is still insufficient. moreover concept and scope of the “Life Autonomy“ has not been agreed upon. though, to create the laws and institutions for Life Autonomy, basically it requires clear rules of Life Autonomy.
   The purpose of this study is to present a basis for the realization of the “Life Autonomy“. And we propose a direction for the Life Autonomy to practice effectively in the field of local government. Under these purposes, the present study was to perform a literature review, in-depth interviews, surveys.
   In Chapter 2 we analyzed the theories and policies related to Life Autonomy in order to derive the concept of Life Autonomy.
   In Chapter 3, we conducted a survey to define the concept and scope of the Live Autonomy. Survey analysis was conducted in three stages.
   one step : Keywords derived in previous studies were re-screened through a Focus Group Interview.
   two step : We developed a questionnaire based on the final selected Keywords.
   three step : We surveyed experts, officials and residents (Residents Autonomy Committee).
   Chapter 4 presents an approach for the realization of the Life Autonomy.
   Research resurlt may be summarized as follows. Life Autonomy aims for ‘happy’ and ‘quality of life improvement’ of residents. Residents Autonomy Committee becomes central to Life Autonomy and then solve the community problems directly with the local community groups.
   Life Autonomy should be built on principles such as accessibility, participation, efficiency, publicity, democracy. Based on the principle, The success of Live Autonomy requires “activation of resident autonomy“. and establishment of cooperative networks is necessary.
