   The purpose of this study is to strengthen the Legislative Capability of Municipal Councillors in Korea. The existing studies focus mainly on building systems, which cannot provide plausible explanations about the causes of the unsuccessful outcomes from the policies.
   To overcome the limitations of the existing studies, the Authors examine the factors that influence the Legislative Capability of Local Councillors By performing the analysis, and the results imply the factors, such as Local Councillors` competence, supports by legal-institutional instruments, are important to influence the Legislative Capability of Local Councillors` performance of the relevant policy instruments.
   For representatives, first of all, stronger efforts must be made to strengthen the function to collect and reflect the public opinion, and then, it is necessary for legislative experts to strengthen the professional activities of the councillors. Secondly, further efforts are required to facilitate the legislative activity support system. Thirdly, a system for legislative learning and evaluating should be enhanced.
