Local collective goods means the property of local governments. Recently, local governments begins to pay attention to utilization plans to their collective goods. Basically, management systems regarding collective goods should be changed accordance with utilization plans. With this respect, this study is to seek effective collective goods management ways in the perspectives of legal institutions and administrative controls. In doing so, this study focuses on the following aspects in the collective goods management. First, characteristics of each local government should be reflected. Second, decision-making right of local governments should be ensured. Third, the role of local council should be expanded. Fourth, management systems should be standardized. Fifth, autonomous scope of local government should be defined clearly. With respect to above aspects, this study suggests following improvement plans to local collective goods management systems. First, local governments should construct database regarding local collective goods in advance, and cover manpower shortage in collective goods management. Second, the law regarding local collective goods should be amended with perspectives of specialty, consistency, and autonomous. Third, collective goods management plans should be made in the view point of longer term. Fourth, collective goods should be managed in a separate account. That is why local governments need to respond to consistent decrease of local collective goods in the future as well as maximize its practical use in present.
