Political interests on ‘Quality of life’ are increasing with active external discussions on happiness and government launched which stands for national happiness. With worldwide discussion on theory of happiness and reflecting contemporary trends, current government is pursuing regional happiness settlement policy for enhancing quality of life of people. Regional settlement policy set to target to increase the efficiency of policy as supplying public service by regional settlement unit. However, in spite of increase of role of municipalities, each municipalities lack of administrative and fiscal capacity. Therefore, it is important to increase ability by inter-municipal cooperation and create a synergy by efficiency of investment. The most symbolic and important thing is the cooperation among municipalities. But, cooperations among municipalities are not activated due to old fashioned local administration which had low perception into the cooperation by municipalities. As analyzing and evaluating the current situation of regional cooperative projects, this study shows determinants. Also, this study has a goal to have political alternatives to expand and settle into nationwide projects. Chapter 2 covers theoretical reviews with associated with basic theory regarding regional cooperation, literature reviews, and introduction of regional settlement policy. In particular, chapter 2 includes theoretical discussion about relationship between regional settlement policy with regional cooperation.Chapter 3 deals with the analysis of the current situation as showing characteristics and short coming of regional settlement cooperative projects, which is divided into two projects, cooperative projects and leading projects. Key issues include a low discovering new cooperative projects, excessive concentration into infrastructure installation and particular projects of ministries, non-existing cooperative system among municipalities, weak usage of public utilization and etc. Chapter 4 extracts cooperative determinants among municipalities. This procedure takes a step to gather information by municipal government offices and presents rate of satisfaction and importance, and relationship by binomial logit model. Results of planning stage show that constant project creation system, output sharable project creation, gathering opinion of civilians, co-utilized resources, promotion of joint use of existing facilities are important. Results of enforcement stage shows that interest of major, subsidy system reform, social security community involvement, regional settlement council enhancement, adjustment to the conflicts are the important factors. Results of assessment stage, follow-up work in the excavation stage, enhanced training and monitoring are important factors to assessment stage.Finally, chapter 5 suggests that political alternatives to increase output of cooperative projects by factor analysis of output in cooperative projects. First, constant project creation system, output sharable project creation, consulting into project planning, promotion of joint use of existing facilities are the selected as alternatives. The role of control tower of presidential committee, activation of regional settlement council, enhanced cooperation funding, adjustment to the conflicts are selected as alternatives. Lastly, cooperative business consulting, training, monitoring, follow-up work in the excavation stage are selected as alternatives.
