   Since implementation of local self-governing system, local governments experience various changes and they spare no efforts to pursue development which is more independent and tailored to unique regional condition. Although development of local governments in practice has generally been led by external development rather than by endogenous improvement, now is the time for local governments to seek new solutions by themselves due to rapid transformation in external environment.   Given these circumstances as a background, the present study attempted to expand the horizon of research on local administration through conducting an exploratory study in connection with community resources of local governments as well as to provide foundation for local governments to pursue endogenous development when setting their local development plan in diverse areas.   Under these purposes, we carried out systemic organization and analysis on theoretical discussions regarding community resources in Chapter 2. Beginning at conceptual discussions first, we divided theoretical approaches thereon into five branches (i.e., approaches from the aspects of regional development, geography, business administration, sociology and urban planning) and made systematic consideration as to main details of such branches. Then, we suggested frame of analysis based on such discussions and analyses.In Chapter 3, we examined existing studies on resource categorization, suggested resource categorization to be utilized in the present study and described details to be investigated based thereon.In Chapter 4, we carried out empirical analysis as to regional differences of five resource areas, centering on case region (eups and myeons of Uljin-gun) among local governments. The result of the analysis shows a significant differences existing in distribution of material, human, social, economic and political resources depending on regions. Generally, regional difference in material and human resources may occur depending on infrastructure and composition of population of the region and regional gap in economic resources may also rise depending on specialized industry of the region. However, existence of social and political resources, two elements which are irrelevant to regional infrastructure, suggests that community asset of the region may be a critical factor which may pose effect on many variables such as differences in regional development, political influence, etc. within local government. For self-sustainable development of the region, therefore, development plan should be laid by considering what asset each region has to the fullest extent.   So far, community development has been made by mainly focusing on top-down growth plans but it has to change its direction to bottom-up growth so that sustainability of regional development may be guaranteed. For regional development, communities must be revitalized, helping local governments solve regional issues by making the most of community resources they own. Accordingly, a plan should be drawn up on how we can conduct better fruitful studies by reviewing the state and the reason why we have failed to carry out systematic researches on community resources under the current condition. Finally, more comprehensive and systematic studies on community resources of local governments are required henceforward.
