The Park kyun-hye president has been planed to make a legislation,『SpecialAct on the Decentralization and Reforming the Local Administrative Systems』, forthe local autonomy and citizen community committee, which is for raising a statueof citizen community committee and setting operational conditions. Although thecitizen community committee is composed of residents, they have no choice but todepend on helping from administrative for operating their community. Accordingly,it is very important to make a partnership between the citizen community committeeand the local administrative.This study is for strengthening for the functions on the neighborhood autonomyin the Eup-Myun-Dong. According to 『Special Act on the Decentralization andReforming the Local Administrative Systems』, the main actor of the local autonomyis the citizen community committee. Beside the purpose of the local administrativeis helping the committee for operating community committee.Aiming at the development of citizen autonomy and local community, first of all,it needs to define the function of citizen autonomy as administrative functions bylocal administrative office and local autonomy by citizen community committee.Secondly, it indicates problems on the functions of the citizen community committeeof Eup, Myun, and Dong. In the last, it investigate the policy alternatives for solvingthe problems.This study resorted the statistical data in from 2012 to 2013 and the materialsby the local administrative office. And, this study investigates the functions of thelocal autonomy by the citizen autonomy committee and the supportive functions ofthe citizen community committee by the local office in Eup, Myun, and Dong ofSeoul, Kyunggi-do, Chungcheongnam-do, Jeollanam-do and Kyunsangnam-do.In order to research, it needs to interview specialists, citizen committee, and officeand investigate literature research and statistical materials. To investigate literatureresearch, it uses the theoretical discussion about the residents sovereignty, thegovernance between private and public, the citizen participations and the functionsof the citizen-autonomy. Also, it uses reports by the administrative office, theacademic institutions, and the research center. In addition, by analyzing the foreigncase analysis, it needs to bring implications from cases and to investigate thepossibility to apply the foreign cases to Korea.For experimental research, it needs to do interview specialists, citizen committee,and office. Also it held a workshop for scholars and specialists related to the localautonomy, the local administrative system, and the function of the citizen-autonomycommittee. And, by having a workshop with citizen community committee, itinvestigate to get a information about citizen community committee. For gettingopinion of the citizen autonomy, it needs to do a survey and a in-depth interviewat the same time. In the survey research, it does a survey to the citizen committeeand the officer related to the local autonomy. Especially, it needs to design a surveysimilar to a survey conducted by 2010, then it tries to compare the results conductedby 2013 with the results conducted by 2010. By doing so, it would investigate thechange in a sense of the citizen autonomy. Investigation period is from 16, July to15, September, 2013, for about two months. It distributed 1,100 of a survey paperand 658 of them responded to a survey. So, return rate is about 60%.This resulted in the below. The problems of the function of the citizen autonomyin Eup, Myun, and Dong are investigated. Firstly, it lacks of legal and institutionalsystem to support to the citizen autonomy. Secondly, there are still a lot of Eup, Myun,and Dong offices which have no the citizen autonomy center. Thirdly, for organizingthe citizen community committee, it lacks of speciality, organizational democracy, andrepresentative natures. In the fourth, it lacks of the ability and willingness to leadthe community committee. In the fifth, it lacks of collaboration with the localadministrative office for activating the citizen autonomy. Lastly, it lacks of communitynetworking for making a integrative local community.The problems of the function of the supporting to the citizen autonomy are below.In the first, it lacks of legal and institutional system to support to the citizen autonomycommittee. In the second, it doesn't distinct clearly the role of the each part in Si-Doand Si-Gun-Gu. Thirdly, it lacks of the systeminc organizations for supporting to thelocal autonomy committee. In the fourth, it is heavy to the workloads of the officerrelated to the local autonomy committee in the Eup, Myun, and Dong. In the fifth,it lacks of the speciality and willingness of the officer to support the citizencommunity committee. In the sixth, it lacks of systemic and periodical training forthe citizen autonomy committee. Lastly, the contents of the training lack of thespecialities.For strengthening the function of the citizen autonomy, firstly, it should raisethe statue of the citizen autonomy committee. By doing so, they could get a motivationto volunteer for the citizen in the local community. Secondly, it should strengthenthe capacity of the citizen autonomy committee by providing them with knowledgeabout the citizen autonomy, the ability and the motivation, and the power of executive.Thirdly, the citizen autonomy organization should be made up properly for activatingthe citizen autonomy committee. In the fourth, it should be built to collaborationnetworking for successful public business.For strengthening the function of supporting the local citizen autonomy by thelocal administrative office, firstly, it needs to build legal and institutional system forsupporting the local citizen autonomy committee. Based on 『Special Act on theDecentralization and Reforming the Local Administrative Systems』, it should beestablished by law, 『Act on the Establishment and Management on the CitizenAutonomy Committee. Secondly, it should be established the exclusive organizationsfor supporting the citizen autonomy. In the third, it should support to the activationof the business for the citizen autonomy. To be specific, it should support to thespeciality and the capacity of the office related to the citizen autonomy. Lastly, itshould be built to collaboration networking between the departments related to thecitizen autonomy business for activating the citizen autonomy committee.
